This is the second emission of the title, and to be even more precise: the third type of the second emission. It is characterised by a flat reverse, without edging, and has the mark of a Mint's jeweller: a clearly visible number *0*, on the side of one of the rays.

Instituted: On 15th June 1948, with a decree of the Presidium of the Great National Assembly. At first it was called "Hero of Labor", but later it was renamed to "Hero of Socialist Labor".
The Hero of Socialist Labor has 2 basic emissions:
- with a framed reverse - this is the initial, old emission
- without framed reverse - this emission comes in three variants:
- with a gold mark of the Bulgarian mint. This variant was issued shortly after the 1st emission.
- without any marks
- with a mark of a Bulgarian Mint's master. Typically, the mark is a figure surrounded by star symbols: something like: *0*, *1*, etc. This mark can be discerned only if one looks really carefully at the award in profile and is usually placed on one of the rays.

Awarded for: Exceptional achievements in developing agriculture, science, education, culture, arts and for contributing to the technical progress. The people awarded with the title also received the "Golden Star" badge as well as the "George Dimitrov" order.

Form: The badge of the title is designed in a relief shape of a star, with a diameter of 32 mm. The obverse is decorated with a sickle and hammer. On the reverse is inscribed "Hero of Socialist Labor". The star is worn on the left breast and has a red ribbon.
