Instituted: by decree on 9th September 1945.
Awarded to: Bulgarian and foreign citizens who took part in the armed insurrection of people on 9th of September 1944 as well as to the participants in "the foundation and consolidation of the peoples authority".
Form: The 1st class is in five-angle star shape, whose enameledd rays are white and gold framed. The crossed swords are with edges up. The diameter is 66 mm. On the obverse of the order is visible the face of the great Bulgarian Apostle of freedom: Vassil Levski.

The reverse is red-enameled; the medallion is surrounded by laurel wreath and in it is written "9/ Sep/ 1944. The diameter of the second class is 60 mm. The sign on the obverse is placed in the green circle around the Vassil Levskis face. The third class repeats the second one, the only difference is in the red enamel of the star and medallion.
Classes: Three classes  1st , 2nd and 3rd with two variations: with and without swords. The swords category was awarded to the commanders of the armed forces. The category without swords is intended for civilians. The 1st class has double-sided enameled surface, the 2nd is with white enameled obverse part, whereas the 3rd class has a red enameled obverse.

EMISSIONS: 5 emissions can be distinguished. Each emission has 6 variations of the order - 3 classes with swords, and 3 without swords.
The first emission of the order is distinguished by an obverse with initials "V" and "L" at both sides of Vassil Levski's face. The first-class orders of this emission are carried on a red band around the neck; the 2nd and 3rd classes are carried on the left side of the breasts without bands, on screw back. Pieces of this first emission are extremely rare and very hard to find nowadays.
The second emission repeats the first one, but the initials "V" and "L" are missing. Consists of a neck-ribbon 1st class, 2nd and 3rd screw back classes.
The third emission is suspended on regular five-angle ribbons and has the same Levski image on the obverse as with the earlier emissions. Here the 2nd and 3rd classes of the order have a little screw on the reverse.
The fourth emission is characterized by a different image of Vassil Levski's face on the obverse.
Fourth emission, second type: In the last years of communism - 1980 - 1989, the order was awarded in slightly different variation , it was suspended on a smaller ribbon and the green enamel around Levski's face is darker than the one of the previous emissions.
Awards were given in universal big plastic cases without special inscription on , only with the national NRB/ PRB coat of arms.
